Assistance for the Ukrainian population – in Ukraine and in Germany
The Federal Ministry of the Interior and Community (BMI) is providing assistance to the Ukrainian population in Germany and on the ground in Ukraine. By supporting our subordinate authorities (for example, the Federal Agency for Technical Relief (THW), the Federal Office of Civil Protection and Disaster Assistance (BBK) and the Federal Police (BPOL)), we are able to provide assistance exactly where it is needed.

Assistance for Ukrainians in Germany
More than a million people from Ukraine, including 270,000 children under the age of 14, have found refuge in Germany. More than half of the German population has taken action to help Ukrainian refugees. Most have provided assistance in the form of cash and in-kind donations (more information (in German) on the website of the German foundation for civic engagement and volunteering (Deutsche Stiftung für Engagement und Ehrenamt)). Germany has been providing care and assistance to injured and ill persons since the beginning of the Russian war of aggression. By mid-February 2023, the Federal Republic of Germany had taken in 647 patients from Ukraine and carried out 45 journeys to return patients to Ukraine after treatment.
Support in the energy sector and winter aid
Germany has conducted a total of 400 deliveries of aid to Ukraine. The goods valued at more than 167 million euros include:
- medication
- energy aids (e.g. generators to produce electricity)
- motor vehicles, and much more
The Federal Agency for Technical Relief is procuring 702 generators. Of these, 396 have already been delivered to Ukraine. The generators that Germany has contributed provide 20,868 kVA, the largest contribution to Ukraine’s energy supply that has been provided by an EU country. This is crucial, as Russia is making targeted attacks on Ukraine’s power and electricity supply. There is thus also an urgent need for heaters. While 43 oil heaters have already been delivered to Ukraine, 100 more are currently being procured.
Relief provided by the Federal Agency for Technical Relief during Russia’s war of aggression against all of Ukraine is the greatest logistical achievement in the Agency’s history.
Security for Ukraine
To date, the Federal Criminal Police Office (BKA) and the Federal Police have provided partner agencies in Ukraine with assistance valued at more than 35 million euros. These measures include:
- thermal imaging cameras and night vision devices
- protective vests
- medical masks and disposable blankets
- vehicles
- instruments to secure physical evidence
The Federal Police have been provided with additional funding amounting to 9 million euros for carrying out checks and identity registration to help in registering refugees and dealing with the higher number of people entering the country.
In 2022, the Federal Criminal Police Office purchased goods valued at more than 11.5 million euros for partner agencies in Ukraine to support forensic work. In particular, these goods included equipment for documentation and securing physical evidence, bomb-disposal equipment, vehicles and other operational supplies. Additional support measures are planned for 2023. Supporting Ukrainian border management will continue to be a priority for the Federal Police’s equipment assistance in 2023. Funding from the Federal Ministry of the Interior and Community in the amount of 6.75 million euros and from the Federal Foreign Office’s Enable & Enhance initiative in the amount of 15 million euros is being provided for this purpose. Special focus will be placed on providing armoured vehicles.
