Digital procedure for registration upon entry kicks off

As of Sunday, travellers must register online before entering Germany from risk areas abroad: the web-based registration procedure will go operational and replace the paper-based Public Health Passenger Locator Form. The web app will be available for worldwide use on all electronic devices, such as desktops, tablets and smartphones as of 8 November 2020 and can be accessed at the following address:
According to the orders of the Federal Ministry of Health (BMG), effective 8 November 2020, travellers must register online before entering Germany if they have been in a risk area (https://www.rki.de/covid-19-risikogebiete) in the last ten days. With the digital registration, the public health office responsible for the traveller's destination will have the necessary information to, for instance, monitor compliance with any quarantine requirements under state provisions. The data supplied will be encrypted and are for use by the competent health offices only. They will be automatically deleted 14 days after the traveller enters Germany.
Jens Spahn, Federal Minister of Health, said: "The digital procedure for registration upon entry will ease the burden on the public health offices. As a result, they can quickly and reliably find out who is entering their jurisdiction from a risk area and has to go into quarantine. This helps to prevent incoming passengers to Germany creating new centres of infection."
Horst Seehofer, Federal Minister of the Interior, said: "We need the active cooperation of the public in the fight against the pandemic. People rightly expect this cooperation to be made as easy as possible. With the digital procedure for registration upon entry, we are finally putting an end to the paper chaos for the responsible authorities."
The Federal Government made the web app available after just eight weeks of development. The greatest challenge was to connect the more than 370 health offices in the districts and enable secure data transmission. The software was developed in accordance with the technical specifications of the Federal Ministry of Health together with technology partner Bundesdruckerei GmbH. On 15 October 2020, after just eight weeks of development, the web application for the digital registration procedure was handed over to the Federal Ministry of Health, which will put it into operation.
Furthermore, the envisaged Third German Protection Against Infection Act contains a provision governing the digital procedure for registration upon entry. It is designed to provide more legal certainty for the digital registration procedure.
