The German Police Project Team in Afghanistan

The Federal Government is actively helping to build a professional, ethnically balanced Afghan police force committed to democracy and human rights
The German Police Project was established in Kabul, Afghanistan, in 2002. Since then Germany has helped build a professional, self-sustaining police force which serves and protects the people of Afghanistan and is committed to democracy and human rights.
Training and advising the Afghan National Police
With up to 200 German police officers, the German Police Project Team (GPPT) conducted basic and advanced police training and developed curricula which continue to be used at the Afghan National Police training facilities.
The training was carried out at four German police training centres (Feyzabad, Kunduz and Mazar-i-Sharif), at the Afghan National Police Academy in Kabul and the Sergeant Training Center in Mazar-i-Sharif. The Police Training Center (PTC) Feyzabad was handed over to the Afghan authorities in 2012, followed by the PTC Kunduz in 2013 and the PTC Mazar-i-Sharif in 2014.
During the transition period, the focus of the GPPT shifted from active training to advising.
With 50 officers, the GPPT now mainly concentrates on advising the Afghan National Police Academy, the Sergeant Training Center, the Afghan National Border Police (ABP) and the Criminal Investigation Department on matters of illegal migration and human smuggling.
Partnerships between German and Afghan institutions
In addition, the GPPT supports coordination mechanisms within the Afghan Ministry of Interior, conducts seminars to leverage capabilities of key sections and advises senior ANP staff.
To ensure sustainability, active partnerships between German and Afghan institutions have been established. The German Federal Police Academy in Lübeck cooperates with the Afghan National Police Academy. Since 2015 ANP officer cadets have taken part in the German police study course leading to a bachelor’s degree.
Short courses on special topics such as detecting falsified documents are provided within the framework of cooperation between the airports in Cologne-Bonn and Kabul and those in Düsseldorf and Mazar-i-Sharif, among others.
The GPPT operates in Kabul and Mazar-i-Sharif.
