The Federal Government and the government of the Republic of Moldova want to reduce irregular migration and ensure that Moldovan nationals can continue to come to Germany for seasonal work. Many elements of the migration agreement that has been prepared have already been implemented successfully.

Facts about the country

The Republic of Moldova is located in south-eastern Europe and is bordered by Romania and Ukraine. The country was founded on 27 August 1991 when the Moldavian Soviet Socialist Republic declared its independence from the Soviet Union. The Republic of Moldova has been a candidate for accession to the European Union since 24 June 2022. Along with the capital, Chisinau, the cities of Balti, Ungheni and Calhul are very important for the country’s economy, as are the regions of Gagauzia and Transnistria. Moldova’s key exports include machinery, electronics and agricultural products such as grain and grain products, wine, fruit and vegetables.

Diplomatic relations between the Republic of Moldova and the Federal Republic of Germany were initiated on 30 April 1992.

Comprehensive migration agreement

The most important part of Germany’s comprehensive migration agreement with the Republic of Moldova has already been implemented: the shared understanding that Moldova is a safe country of origin and its official designation as such. Since Moldova was officially designated a safe country of origin, the number of Moldovan nationals applying for asylum in Germany has dropped by more than 50%. Dr Joachim Stamp, Federal Government Special Commissioner for Migration Agreements, is working closely with the Moldovan government in the ongoing negotiations.

The Republic of Moldova is a safe country of origin

As a rule, people in Moldova do not face political persecution. The recognition rate for asylum applications from Moldovan nationals in Germany is only 0.5%. As provided for in the migration agreement, the Republic of Moldova was therefore officially designated a safe country of origin by the German Bundestag on 16 November 2023 and by the Bundesrat on 15 December 2023.

Of all the asylum applications in Germany that were denied in 2023, 15% came from nationals of Georgia and Moldova.

Asylum applications from nationals of safe countries of origin are still examined individually. However, the authorities generally assume that there is no need for asylum applicants to fear government persecution and that the government is in principle capable of protecting its citizens against persecution by non-state agents. Asylum applicants may dispute this assumption during the asylum procedure.

Designating Georgia and Moldova as safe countries of origin makes faster processing of asylum applications from nationals of those countries possible and means that Germany can more quickly terminate the stay of those whose applications for asylum have been denied. This designation is also the basis for the migration agreement with Germany.

In its coalition agreement, the Federal Government set out comprehensive reforms intended to bring about a paradigm shift to reduce irregular migration and increase legal migration. These reforms comprise a variety of measures. One of these measures is the negotiating of migration agreements by the Federal Government Special Commissioner for Migration Agreements, Dr Joachim Stamp, which is intended to build lasting and comprehensive cooperation with migrants’ countries of origin. Alongside this approach of developing extensive migration partnerships, the responsible bodies in the federal and state governments are continuing their existing cooperation on returns with countries of origin.
