The German–Indian Comprehensive Migration and Mobility Partnership Agreement (MMPA) was signed in December 2022 and went into effect in March 2023. The MMPA was the first migration agreement of this kind.

Facts about the country

It has been a democratic and secular republic since 1950. The Federal Republic of Germany established diplomatic relations with India in 1951; the German Democratic Republic did so in 1972.

German–Indian migration agreement

Germany and India first announced their intention to conclude an agreement on comprehensive migration cooperation in 2019. The Agreement between the Government of the Federal Republic of Germany and the Government of the Republic of India on a Comprehensive Migration and Mobility Partnership (MMPA) was signed on 5 December 2022. It entered into force on 7 March 2023. The MMPA was the first comprehensive migration agreement of this kind.

In its coalition agreement, the Federal Government set out comprehensive reforms intended to bring about a paradigm shift to reduce irregular migration and increase legal migration. These reforms comprise a variety of measures. One of these measures is the negotiating of migration agreements by the Federal Government Special Commissioner for Migration Agreements, Dr Joachim Stamp, which is intended to build lasting and comprehensive cooperation with migrants’ countries of origin. Alongside this approach of developing extensive migration partnerships, the responsible bodies in the federal and state governments are continuing their existing cooperation on returns with countries of origin.
