Federal Government commissioners and federal commissioners are appointed by the federal ministers or the federal chancellor. The commissioners provide the ministers and chancellor with independent assistance and advice and are not part of the administrative hierarchy. Under Section 21 of the Joint Rules of Procedure of the Federal Ministries (GGO), commissioners are to be included at an early stage in any projects concerning their areas of responsibility.
