The European Charter for Regional or Minority Languages was adopted as an international law instrument of the Council of Europe on 24 June 1992. In Germany, it took effect on 1 January 1999. The Federal Republic of Germany played a major role in developing the Convention. The Charter aims to protect and promote the regional or minority languages spoken in a Contracting State as part of the European cultural heritage. The Federal Government presents the Fifth State Report in line with the obligations arising from Article 15 of the Language Charter, which requires the Contracting Parties to submit to the Council of Europe an extensive report about the implementation measures. The Fifth State Report (reference period 07/2010-12/2012) updates the First, Second, Third and Fourth State Report.
