Article Asy­lum and refugee pol­i­cy in the Eu­ro­pean Union

Creating the Common European Asylum System is a central policy goal of the European Union.

After the first harmonization phase called for in the Tampere Council Conclusions was largely completed in 2005 on the basis of the Amsterdam Treaty, the European Commission presented its ideas for the second harmonization phase in a Green Paper in June 2007 and in a policy plan in summer 2008.

Based on these documents, the Commission presented proposals for amended and new legislation on asylum which are currently being discussed in the Council bodies and with the European Parliament. These negotiations are to be completed in 2012 at the latest.
