The Collective Agreement for the Public Service (TVöD)
The Collective Agreement for the Public Service (TVöD) was signed by the Federal Government, the association of local government employers and the labour unions ver.di and dbb tarifunion.
The new agreement meets the need for modern, performance-oriented, flexible and uniform collective bargaining law for public service employees. The TVöD entered into force on 1 October 2005, replacing the Collective Agreement for Federal Employees (BAT/BAT-O) and the relevant framework collective agreements for workers (MTArb/MTArb-O).
The transition to the new agreement is governed by the separate Collective Agreement to Transfer Federal Employees to the Collective Agreement for the Public Service and to Regulate Transitory Law. The Collective Agreement on Performance-Related Pay for Federal Employees constitutes the core of the performance-oriented pay system in the TVöD.
