The public service

In Germany, nearly 4.5 million people work in the public service, that is, in federal, state or local government. There are two types of employees: civil servants and other public employees.


Public employees

The terms of employment for federal employees who are not civil servants are set by the Collective Agreement for the Public Service (TVöD).

This agreement entered into force on 1 October 2005 and replaced the Collective Agreement for Federal Employees (BAT) and the relevant collective agreements for federal workers. Key features of the new agreement include uniform collective bargaining law for all employees and the introduction of a performance- and experienced-based pay system.

The transition to the new agreement is governed by the Collective Agreement to Transfer Federal Employees to the Collective Agreement for the Public Service and to Regulate Transitory Law (TVÜ-Bund), which entered into force at the same time as the TVöD; it also covers existing entitlements and rights as well as transitional provisions.

The Collective Agreement on Performance-Related Pay for Federal Employees (LeistungsTV-Bund) introduced a salary component based exclusively on individual performance.
